The revolution in strategic affairs
The link between the military and political spheres is the realm of strategy. If there is a revolution, it is one in strategic affairs, and is the result of significant changes in both the objectives in pursuit of which governments might want to use armed forces, and in the means that they might employ. Its most striking feature is its lack of a fixed form. The new circumstances and capabilities do not prescribe one strategy, but extend the range of strategies that might be followed. In this context, the issue behind the RMA is the ability of Western countries, and in particular the US, to follow a line geared to their own interests and capabilities.
